California Rural Legal Assistance is a nonprofit legal services organization that provides legal assistance to low-income communities across California. With a distributed workforce supporting legal advocacy and community programs, CRLA depends on reliable IT systems to ensure employees and volunteers can securely access the tools they need. 

As the organization grew, managing employee onboarding, role changes, and offboarding across identity systems became increasingly complex. 

The Identity Management Challenge

CRLA relied on manual and fragmented processes to manage employee onboarding and offboarding. While HR maintained employee records in Paycom, identity management tasks across IT systems required additional coordination between teams. 

When a new employee joined the organization, the onboarding process involved several disconnected steps across HR, IT, and operational teams. Information entered in Paycom did not automatically trigger identity creation in IT systems, which meant provisioning tasks had to be performed manually. 

As a result, onboarding required coordination through internal forms, emails, and manual account creation. 

This process introduced several operational challenges-

Managing Identities Across a Hybrid Environment

CRLA operates a hybrid identity infrastructure that includes on-premises Active Directory alongside cloud identity services through Microsoft Entra ID. 

Without automated synchronization between HR data and identity systems, IT administrators had to manually create accounts, update user attributes, and assign access permissions across both environments. 

Routine lifecycle events such as department changes or role updates required manual identity adjustments. Over time, these manual processes made identity management increasingly difficult to maintain consistently. 

Offboarding and Access Governance Concerns

Automating the Employee Lifecycle

With Hire2Retire in place, CRLA automated the core stages of identity lifecycle management, which are joiner, mover, and leaver stages, eliminating many manual provisioning tasks. 

Joiner Automation 

When HR creates a new employee record in Paycom, Hire2Retire automatically initiates identity provisioning. 

The system- 

This automation ensures that employees receive the system access they need when they begin their roles, significantly reducing onboarding delays. 

Mover Automation  

Employee role changes, department transfers, or manager updates recorded in Paycom automatically trigger identity updates. 

Hire2Retire adjusts identity attributes and group memberships so that access permissions remain aligned with employee responsibilities. This reduces the need for manual updates while maintaining consistent access governance. 

Leaver Automation 

When an employee separation is recorded in Paycom, Hire2Retire automatically initiates deprovisioning workflows across identity systems. 

The automated workflow- 

As a result, the organization was able to reduce manual identity administration effort by approximately 80%, significantly improving operational efficiency for IT teams. 

Operational Impact

By automating identity lifecycle management, CRLA replaced fragmented onboarding and offboarding processes with a centralized HR-driven automation model.
